Canada's ambitious goals for electric vehicle (EV) adoption are facing significant challenges, casting a shadow over the country's vision for a greener transportation sector. While the federal government has set targets of 75% EV sales by 2035 and 90% by 2040, several factors threaten to derail these plans. Affordability remains a primary concern for Canadian consumers, with the high sticker price of EVs posing a major barrier to entry. Even with the reinstated federal incentives through the $2.3 billion Electric Vehicle Affordability Program (EVAP), many potential buyers find the monthly payments daunting.
Infrastructure gaps also loom large. The current number of public charging ports falls far short of what will be needed to support a mass transition to EVs. As of February 2024, there were only an estimated 30,000 public charging ports in place, while forecasts suggest a need for 679,000 by 2040. This disparity raises concerns about range anxiety and the convenience of EV ownership, particularly in regions with less developed charging networks.
Recent policy shifts further complicate the landscape. The federal government's decision to replace the Electric Vehicle Availability Standard (EVAS) with greenhouse gas (GHG) emissions standards introduces uncertainty and removes the EV sales mandate. While intended to provide flexibility for the automotive industry, this move could potentially slow down EV adoption if the new standards are not stringent enough. Concerns have been raised that the new vehicle emissions limit for 2035 may not be strong enough to achieve the 75% EV sales target.
Despite these challenges, there are signs of progress. Consumer interest in EVs is rising, spurred by increasing fuel prices and the return of incentive programs. A recent survey indicated that 34% of new-vehicle shoppers in Canada are considering an EV for their next purchase, marking an increase from 28% in 2025. However, overcoming the hurdles of affordability, infrastructure, and policy will be crucial to realizing Canada's electric vehicle dreams.
